Project Overview

OAC provided project / construction management, value analysis and constructability reviews for six new elementary schools on Joint Base Lewis-McChord (JBLM). The Tier I schools, Carter Lake Elementary and Hillside Elementary, were constructed at the existing site and completed in Fall 2013. The Tier II schools, Rainier and Meriwether Elementaries, were built on new sites and completed in Fall 2014. Tier III replacement school, Beachwood Elementary, was constructed at the existing site and completed Fall 2015. Evergreen Elementary was constructed at a new site and completed December 2016.

The new elementary schools were designed based on a standardized prototype. Carter Lake, Meriwether and Beachwood have a capacity of 500 full time students, while Rainier and Hillside have the capacity for 650 students. Evergreen will have the capacity for 760 students.

The District is using the GC/CM delivery method as the projects have unique and challenging phasing requirements as well as accelerated design and construction durations. The design phases of the projects were completed in six months and the construction phases will be completed in twelve months. A typical elementary school utilizes eighteen to twenty four month duration from start to finish.

The projects were funded primarily through a one-time grant from the United States Department of Defense Office of Economic Adjustment (OEA) and the OSPI School Construction Assistance Program and are following DOD Green Procurement Protocol as well as OSPI’s Washington Sustainable Schools Protocol.
