Project Overview

OAC is providing project / construction management, value analysis and constructability reviews for four new elementary schools on Joint Base Lewis-McChord. The Tier I schools, Carter Lake Elementary, located on JBLM McChord Field and Hillside Elementary, located on JBLM Lewis Main, are under construction on their current locations and are slated for completion Fall of 2013. The Tier II schools, Clarkmoor Elementary, located on JBLM Lewis Main and Greenwood Elementary, located on JBLM Lewis North will be built on new sites and are slated for completion Fall of 2014.

The District is using the GC/CM delivery method as the projects have unique and challenging phasing requirements as well as accelerated design and construction durations. The design phases of the projects were completed in 6 months and the construction phases will be completed in 12 months. A typical elementary school utilizes 18 to 24 month duration from start to finish.

The projects are funded primarily through a one-time grant from the United States Department of Defense Office of Economic Adjustment (OEA) and the OSPI School Construction Assistance Program and are following DOD Green Procurement Protocol as well as OSPI’s Washington Sustainable Schools Protocol.
