UW Portage Bay Parking and Garage Maintenance

Project Overview

The University of Washington owns and operates a variety of on campus parking garages.  Funds were allocated for the summer of 2012 to extend the life of the Portage Bay garage and enhance its visual appeal.  Before a scope of repair could be generated OAC needed to evaluate the garage and develop a list of repair priorities.  The challenge was to identify the most effective repairs for the funds available.

The Portage Bay parking garages are made up of two structures – one original and one addition.  OAC focused on the original garage which was constructed in 1993 with conventionally reinforced concrete columns and post tensioned concrete beams and slabs.  The garage services approximately 600 cars on a daily basis and the scope had to accommodate limited areas of parking closure to minimize the impact on use and revenue.

The University of Washington engaged OAC Services to evaluate the Portage Bay garage from a water intrusion and structural integrity standpoint.  OAC mapped defects and provided the University with a comprehensive report including recommendations and anticipated costs of repair.  OAC prioritized the repairs in a manner that was useful to the University and allowed them to allocate the year’s maintenance budget more effectively.    OAC generated a scope of repair based on our findings and the University’s priorities.   We carried out contract administration services during construction to ensure that the drawing intent was being met.  Change orders were kept relatively low and ultimately the University received good value for their construction dollar.
