Project Overview

Retained for their extensive design-build delivery expertise, OAC project managers supported WSU’s Capital Planning and Development and the WSU Housing staff with a variety of project management services including overall procurement and delivery strategy, development of the Request for Qualifications, short-listing competitors and Request for Proposal development. WSU Housing managers developed the detailed program for spaces including size, features, unit mix and total occupancy. OAC reviewed and refined the program document and included it in the final RFP.

OAC assisted in the organization of three proprietary meetings with each of three short-listed competitors, assisted in the preparation of four addenda and facilitated the evaluation of proposals against the RFP and facilitated presentations with the Selection Committee.

Prior to preparing any documents, OAC met with Capital Planning and Development and Housing (CPD) staff to discuss ambitions, expectations, roles and responsibilities and how we could best supplement WSU expertise.  We then developed a scope of services that best met the needs of the project and avoided duplication of effort. WSU Housing’s detailed program was extremely well developed and needed little additional editing for use in the RFP.

OAC has since assisted WSU with multiple design-build projects on their Pullman and Everett campuses.
